CEB Chairman found corrupt, appointed again
posted by Editor at 12:24 PMWhy was Udayasiri Kariyawasam former chairman of the CEB appointed as the chairman in the first place, amidst overwhelming accusations of corruption levelled against him at his former workplace, the Bank of Ceylon remains a mystery.
The former Chairman of the CEB who initially held the chairmanship at the Bank of Ceylon was subjected to investigation by the PIU on a petition filed by the employees of BoC. The petition accused Mr. Kariyawasam of corruption at the BoC and the Grand Oriental Hotel an affiliate of the BoC.
The report filed by the PIU director General, Thilak Iddalmalgoda, which was addressed to the president was released on 15th August last year(2007.08.15)contained charges of corruption related to both the BoC and the Grand Oriental hotel.
The PIU report has found him guilty of spending Rs. 2,550,075.55 to renovate the office of the chairman and the chief secretary despite this being in good condition and not requiring renovation.
The tender had been awarded to Creation Advertising Company without following proper tender procedure.
Mr Kariyawasam is also accused of awarding a tender to the same Creation Advertising Company once again without following the proper tender procedures to renovate the BoC branch at the Nugegoda junction, despite the fact that the said branch had already been renovated.
The estimated cost of that renovation was to be Rs. 23,210,875.00.
The renovation however had not been done. Mr. Kariyawasam had not obtained board approval for the renovation project.
A similar situation transpired when renovating the conference hall of the BoC. Mr. Kariyawasam paid Creation Advertising Company a sum of Rs. 1,875,991.55.
The report also states: “The repairing of the generator of the Grand Oriental Hotel was given to B Mech Engineering Company by Anura Fernando (Accountant of the Grand Oriental Hotel appointed by Mr. Kariyawasam personally)
Proper tender procedures were not adopted by Mr. Anura Fernando when entrusting B Mech Engineering with the job. The cost estimate for the repair was increased from time to time and finally was settled at Rs.13 lakhs. A sum of Rs.1,037,500.00 was paid. Yet no repairs were done. Though parts of the generator were removed and taken they have not been returned. To this day (Date of release of the Report) the generator is not functional”
Observations made by Mr. Thilak Iddalmalgoda , the Director General, Presidential Investigative Unit states:”The accusations of this report have revealed the obstinate actions and the misuse of state funds by Mr. Kariyawasam. It is therefore my observation that Mr. Kariyawasam is unfit to hold an administrative post in any government office”
